LINKS work in Azerbaijan has expanded this year with a major new project working in partnership with the Parliament of Azerbaijan. This project is designed to develop a process of openness in the Azerbaijani Parliament through a programme of interaction between the Parliament, media, civil society and wider society. The project seeks to help make it become a more effective institution in the process of scrutinizing the work of the executive, in developing legislation, and to serve as the foremost institution in Azerbaijan for discussion of political issues.
LINKS is the facilitator of the South Caucasus Parliamentary Initiative (SCPI), which is a framework for dialogue, exchange of views and joint analysis between the Parliaments of Armenia, Azerbaijan and Georgia, established on the basis of a Memorandum of Understanding signed between the three Parliaments in Tbilisi on 13 May 2003. The work of SCPI is funded through the Consortium Initiative (described above).

LINKS is undertaking extensive work in Azerbaijan with youth organisations assisting them to build their capacity and with their work. This work includes running weekly seminars on wide variety of topics; round table discussions with regular contributions from visiting foreign experts such as politicians and journalists; and providing internships at LINKS office in Baku.
LINKS is part of a partnership formed with two other organisations to work on the Nargony Karabakh conflict called the Consortium Initiative. The Consortium Initiative is a coalition of international non-governmental organisations established to address the conflict between Armenians and Azerbaijanis over Nagorny Karabakh. It seeks to put this conflict into a regional framework, locating it in the wider dynamic of the South Caucasus. The Consortium Initiative is now in its fourth year of work and the project is divided into four strands of work, which act to complement each other. LINKS contribution is to undertake the work of the political strand in the project, the other strands being media, civil society and conflict sensitivity.
