LINKS Programme Priorities for Ukraine

In its programme of work for 2004/7 LINKS identified Ukraine as one of its five priority countries. A programme of work for Ukraine was however not properly developed given the events surrounding the Orange revolutions and subsequent fluidity in the Ukrainian political situation.

Despite this, in 2004/5 LINKS maintained a small representation in Ukraine and conducted several fact finding visits to the country.

LINKS is now launching its programme of work in Ukraine with pilot programmes for the period 2006/7 and a more ambitious programme for the three year period subsequent to that.

LINKS work in Ukraine will have the following objectives:

  • Support for political and economic reforms aimed at modernising the country and fully developing its potential
  • Support for the development of Ukraine’s relations with the European Union
  • Support for a balanced regional policy in Ukraine giving every region an equal stake in the country’s future
  • Support for an increased role for Ukraine in the international arena

In pursuing its programme of work in Ukraine, LINKS will:

  • Endeavour to work with a wide spectrun of Ukrainian political opinion
  • Balance its activities between Kiev and other regions of Ukraine
  • Prioritise work with young people
  • Provide frameworks for alternative voices on different issues and provide platformsfor new ideas
  • Promote a deeper and more developed debate about Ukraine in Europe

From October 2006 to April 2007 LINKS will run three pilot projects:

  • Project 1: Increasing and Improving the quality of youth participation in Ukrainian Politics
  • Project 2: Promoting an intellectual debate on Threats, Challenges and Opportunities in Contemporary Ukraine
  • Project 3: Launch of a Ukraine debate on LINKS web page

During this period LINKS will also develop its programme of work in Ukraine for 2007/10.
