LINKS Executive Director addresses seminar on Azerbaijan at the Moscow Carnegie Centre

Speaking at a seminar organised at the Moscow Carnegie Centre in the Russian capital, LINKS Executive Director Dennis Sammut said that Azerbaijan Foreign Policy had evolved over the last decade and that it now increasingly views relations with other countries from the prism of their positions on the Karabakh conflict. Azerbaijan was pursuing a policy that was balanced but not necessarily equidistant, since on some issues it was closer to Europe and the west, on others closer to Russia, and on others still closer to that of Islamic countries.

Dennis Sammut said that Europe does not see its relations with Azerbaijan as a zero sum game and is pleased that Azerbaijan has good bilateral relations with Russia. He also mentioned that the democracy agenda features high on Europe’s relations with Azerbaijan and that three problem areas have emerged, these being Elections, the Media and the separation of powers between Executive, Legislative and Judiciary

The seminar was also addressed the Azerbaijan Ambassador to Moscow, the Head of the Carnegie Moscow Centre, the Head of the Analytical Department in the Office of the President of Azerbaijan and various other Russian and Azerbaijani speakers.
